A company in Virginia is working on the device. It detects a radio signal sent out from a vehicle when someone inside is using a mobile phone, according to WNEW.
It is able to differentiate between a call and a text message.
In a statement to The Virginian-Pilot, ComSonics developed a device for cable repairmen to find the spot where a cable is damaged, and the text detector would use similar technology.
It is not in production and has not had legislative approval, according to ComSonics.
