CARMEL, Ind. -- The Carmel City Council is moving forward with a new solicitor ordinance but without the "no-knock" proposal. 

Council members say there were too many questions about the proposal - like what to do about groups like girl scouts and boy scouts and who would manage the list.

The council voted in favor to pass a revised version of the solicitor ordinance that removed the no-knock proposal. That ordinance will allow Carmel police to do background checks on solicitors, something only Indiana State Police could do previously.
