INDIANAPOLIS -- People who live near the state's largest male work release facility say it's creating litter and making the area less safe.
At a community meeting Thursday night, neighbors to the Duvall Residential Center brainstormed ways to turn the area around.
"We've had one of the residents shot," Michael Haskett, who lives near the center, said. "We've had residents trying to hide in peoples houses. There's trash, people having intercourse in the alleyways."
In order to get a zoning approval for the facility in 2005, the Duvall Center had to agree to certain conditions, including community involvement, designated parking, and a procedure allowing neighbors to bring up complaints. But neighbors say the facility isn't holding up its end of the deal.
In response to the complaints, Duvall manager Shannon Bowling said, in part:
"We have to remember; safety and security is important. However, it is also important that it is our job to provide an environment where they are able to successfully re-enter into the community."
