PHOENIX, Arizona — A state trooper pulled over an Arizona driver who had a fake passenger in the passenger seat while driving in a high-occupancy vehicle lane last week.
According to a tweet from DPS, the traffic stop occurred on the L-202 Red Mountain at Van Buren.
DPS says troopers cite more than 4,000 HOV lane violators annually.
